aspcol.soundfieldcontrol.normalize_system(R, noise_pow)

Normalize spatial covariance matrix by noise powers to get

unity noise power for all zones. Does not change the downlink SINR, but does change uplink SINR.

Is desirable to use because strong duality is not guaranteed

when we have non-unity noise powers.
